    Stakeholder Summary:
    Para 62) JS4 reported that there was no birth registration system in South Sudan, and that the Government instead issued age assessment certificates. This impacted on the enjoyment of child rights, including in establishing a minimum age for marriage and for criminal responsibility, and access to essential services, including health, education and protection. JS6 noted that the 2018 Civil Registry Act outlined the procedure for birth registration and that the Government had launched a pilot program, but emphasized the need for awareness on the importance of birth registration and for providing access to health care facilities where newborns can be registered.

    The High Commissioner indicated that progress in eliminating discrimination and abuses against women and girls had been slow. Women continued to face discrimination regularly, including in relation to such fundamental matters as marriage, land and property ownership, inheritance and education. Harmful traditional practices also played a role in perpetuating women’s unequal position within communities, particularly in rural areas. [Para 15]

    Also UNPOL provided human rights training modules for police cadets at the National Police Academy based in Rejaf, Central Equatoria state. Further, similar human rights trainings were provided by UNPOL, including training on ... respect for human rights, especially with regard to resolving cases of arbitrary arrest or detention, prevention of violence against women and children and training of 5,100 police officers in English language literacy. As a result of the trainings, by UNMISS and other international partners, the Government established Special Units chaired by female police officer to deal with issues related to women and children, especially on issues of gender based violence (GBV) [Para 36]
