    Continue its effort to protect the rights of women, children and vulnerable groups

    National Report:
    Para 53) On affirmative actions aimed at eliminating discrimination against women and girls, the Government is currently implementing the R-ARCSS,2018 and has advanced the provisions of Article 16 of the Transitional Constitution,2011(as amended) by increasing women participation in the public and governance institutions from 25% to 35%. Also, the Government in its public service policies and the Labour Act, 2017 ensured equal participation and equal pay for women and men.
    Para 54) On public awareness raising on the rights of women, the Government in collaboration with development partners, in February, 2020, organized a three (3) days South Sudan Women Leadership Conference to raise women awareness on the rights enshrined in the related Conventions. The participants were from all the ten (10) States. However, due to the then insecurity, the Government was only able to conduct public awareness in limited areas less affected by the conflict, especially the rural areas. Also, the Government and civil society organizations conducted awareness campaign workshops in Eastern Equatoria, Western Bahr El Ghazal and Jonglei, to explain to women provisions of the Convention on Elimination of All Forms of Discrimination against Women.

    Para 13) ACHPR was appalled by the deliberate targeting of civilians, particularly women and children, by both government and opposition forces. It particularly condemned the 2018 acts of violence constituting gross violations of human and peoples’ rights under the African Charter on Human and Peoples Rights and international humanitarian law.

    "According to AI, sexual and gender-based violence was widespread in the context of the conflict. There were cases of sexual slavery and gang-rape, including of girls as young as eight years old. There had also been cases of men and boys being castrated.

    WLPoC stated that women and girls living in Unity State were at heightened risk of experiencing rape, and other forms of sexual violence. Rape and sexual violence not related to the conflict were likely to be more prominent than conflict-related sexual violence, however, it had been less documented. [Paras 32-33]"

    Since the start of the fighting in Juba on 8 July 2016, UNMISS had received disturbing reports of widespread sexual violence, including rape and gang rape of women and young girls by soldiers in uniform and also by unidentified armed groups of men in plain clothes. The High Commissioner stated those affected the most were displaced Nuer women and girls and those responsible seemed to have been mostly from the SPLA. [Para 37]

    The adoption of the National Gender Policy; Public Service Gender Mainstreaming and Sensitization Manual; National Standard Operating Procedures (SOP) for Prevention, protection and Response to Gender Based Violence; National Action Plan for implementation of the United Nations Security Council Resolution No. 1325 (2015–2020) and Policy on Children without Parental Care, are prove of the Government efforts to eradicate harmful customs and traditions which places women at lower scale level of the society. The Government has established fourteen (14) Special Protection Units (SPU) at various police stations in Juba and other major cities to enable women, girls and children, report cases of gender based violence (GBV). In addition, the Government with international partners, established women Friendly Spaces in the country so that women and girls are encouraged to discuss issues related to their welfare and training on necessary social skills. The Government, with support from some financial international partners, advanced financial grants to women with aim of carrying out group-businesses. Before the 16 December 2013 conflict, the Government made plans for establishment of women’s bank and women’s empowerment trust fund with view of eliminating women inability to access capital credits and other financial services.
