    CEDAW expressed concern at the persistence of strong stereotypical attitudes about the roles and responsibilities of women and men in the family and in society. Such stereotypes undermined women's social status, presented a significant impediment to the implementation of the Convention and were a root cause of the disadvantaged position of women in a number of areas, including in the labour market and in political and public life. CEDAW urged Thailand to adopt and implement temporary special measures, and to accelerate the realization of women's de facto equality with men in all areas, particularly with regard to women's participation in decision-making and access to economic opportunities.     Para 54) During the 27th ASEAN Summit (November 2015), Thailand and other ASEAN Member Countries signed the ASEAN Convention against Trafficking in Persons, especially Women and Children (ACTIP). The Convention has the objective to effectively prevent and combat trafficking in persons, assist victims, enhance cross-border cooperation, and provide mutual legal assistance in criminal matters and agreements on extradition. At present, the working group consisting relevant agencies is in the process of translating the Act into Thai language with a view to submit for cabinet%u2019s approval in order to proceed with the ratification.

    Para 69) In April 2020, the Cabinet approved additional measures to prevent and tackle sexual harassment in the workplace. The Department of Women's Affairs and Family Development is also conducting a thorough review of the Prevention and Suppression of Prostitution Act B.E. 2539 (1996) in order to amend the law to suit the modern context, through Focus Group discussions with children and youth, sex workers, relevant government agencies, women and mothers and others.

    Para 61) The Government has taken steps to reduce maternal and infant mortality rates. MOPH has developed Clinical Practice Guidelines on mothers and infants and training course on normal labour and infant care for community hospitals. Trainings have also been provided for doctors and nurses working in delivery room. These practices are part of the attempts to achieve the target of reducing the maternal mortality rate to 15 per 100,000 live births (in 2014, the rate was at 23.3 per 100,000 live births) and the infant mortality rate to 8 per 1,000 live births.

    While the Act (Prevention and Suppression of Prostitution Act (1996)) treated prostitution of children as an aggravating offence imposing harsher penalties for younger children, it did not exempt child victims of prostitution from penalties under the law. Furthermore, Section 34 of the Act and Section 33 of the Anti-Trafficking Act, a judge was permitted to order a child victim to be confined in a Protection and Occupational Development Centre (PODC) for his 'rehabilitation' for a period of up to two years, which discourages child victims from reporting and has led to many child victims running away during the criminal process.     Para 79) The Government launched the Women's Development Fund in 2012 to enhance women's economic opportunities through a revolving fund for women's groups. The Fund also serves as a tool to promote women's leadership and management skills through women's empowerment projects.
    Para 87) Thailand has taken many initiatives to increase the participation of women in politics over the past years, through partnership and collaboration among government agencies, NGOs, and women networks. Efforts have been made to improve knowledge, understanding and skills of women on the constitution and relevant laws and the importance of women's participation in politics and administrative functions.     "National Report: Para 39) Timor-Leste has a patriarchal system which is a factor in preventing women from obtaining opportunities, causing them to face discrimination and be victims of domestic violence in their homes. Young women also continue to encounter a range of social problems which affect their social, economic, cultural and political life because women are considered to be of secondary importance in the household and society. To improve this situation, and to enable women to have the chance to obtain equality in all sectors and not face discrimination, many efforts have been initiated including those by the Government of Timor-Leste through the Secretary of State for the Promotion of Equality (SEPI) and the Dili Declaration (DD) entitled “Invest in women and children - invest in Equality” which was signed by the National Parliament, the Government, the Church and civil society and witnessed by the President, Prime Minister and President of the National Parliament.

    UN Compilation: Para 44) The Committee on the Elimination of Discrimination against Women welcomed the
    adoption of Law No. 7/2011 establishing electoral lists of standing and alternate candidates,
    which must include at least one woman in each group of three candidates. It was,
    however, concerned that women in Timor-Leste continued to face persistent barriers to gain
    access to decision-making positions, and that women’s representation in government decision-making positions remained low at 20 per cent and the proportion of female village chiefs was extremely low at 2 per cent."
