The United Nations country team ... recommended that Montenegro ensure capacity in the Government, and increase efforts, to promote and protect the equal rights of the lesbian, gay, bisexual, transgender and intersex community, including by addressing the multiple discrimination transgender persons experienced, and ensure that new legislation facilitated legal recognition based on self-determination.
