Recommendation
Concerned that some groups of children faced difficulty in having their birth registered, the CRC recommended that Montenegro ensure that all children were registered at birth. UNHCR recommended that Montenegro continue strengthening the capacity of national institutions to implement changes in birth registration. [Para 65]
