CoE-CP ... encouraged Montenegro to: pursue efforts to ensure equal access of all victims to specialist support services, including by expanding the number of shelters; institutionalise the national coordinating body; ensure appropriate resources for policies, measures and legislation aimed at combating violence against women, and implementing institutions; make protection orders available for immediate protection to all victims of domestic violence; ensure systematic training for all professional groups in contact with victims; and set up rape crisis and/or sexual violence referral centres in sufficient numbers to ensure a sensitive response.
