The United Nations country team considered that the concept of “no one left behind” should be strengthened and used to underpin country-level programme planning. Young people and adolescents were left behind in terms of access to accurate information on sexual and reproductive health and to health and family planning services. That was especially true for the Batwa people, those living in remote places and persons with disabilities. [Para 28]
