Noting gaps in legislation to punish sexual harassment, HRW recommended that the State ratify and make reforms in alignment with the ILO Convention on Violence and Harassment (No. 190), including comprehensive measures to promote prevention, monitoring, and remedies to ensure work free from violence and harassment.
