Adopt a comprehensive anti-discrimination law in order to strengthen the protection of human rights of all members of Japanese society, including women and children, persons belonging to ethnic, social, and sexual minorities, and persons with disabilities.
Explanation
Noted. Regarding the dissemination and expression of ideas based on racial discrimination, a considerable number of such acts are punishable under the current law. ... Punishing these acts beyond the scope of punishment under the current law requires extremely careful consideration in relation to freedom of expression.
