The United Nations country team ... recommended that Uganda periodically review the impact of the implementation of the HIV/AIDS Prevention and Control Act, especially on women and most at-risk populations, and strengthen efforts to counter negative attitudes and practices that prevented access to and use of HIV/sexual and reproductive health and rights services and that increased stigma and discrimination.
