Sexual abuse is the most common form of gender-based violence against children, especially in communities with high unemployment; high levels of juvenile delinquency and high student dropout rates; and frequent drug use and sexual abuse. Tolerance persists for sexual, physical and emotional abuse and neglect of children. The Government has a national action plan on child sexual abuse and is restructuring the social protection framework to strengthen the space for child protection. [Para 25]
