JS5 stated that female sex workers and LGBTI persons had faced difficulties in accessing health services due to their perceived behaviour and physical appearance. The Fourth Health Sector Strategic Pan (2018-2024), which set out the strategic direction for the health sector, made no specific mention of LGBTI persons or their health needs. Concern had also been raised about the exclusion of Transgender persons from the guidelines on HIV and STIs. [Para 80]
