FCM expressed regret that several recommendations accepted by Spain during its second universal periodic view had not been fully implemented. It noted, for example, that legislation was not sufficient to guarantee the right to sexual and reproductive health for women and girls with disabilities. JS12 recommended repealing article 156 of Organic Act No. 10/1995, which allows forced sterilization, incorporating a gender perspective in mental health services and developing a strategy for preventing and identifying cases of gender-based violence in all mental health-care services.
