JS7 noted unskilled workers and those belonging to ethnic minorities without regular identity cards were being particularly disadvantaged in the labour market with a persistence of discrimination in access to work. JS7 recommended that the Government, inter alia, focus on the main causes, such as non-birth registration and education. [Para 47]
