A 2006 UNICEF report noted that cross-party alliances of women parliamentarians have successfully advanced the cause of women and children. However, CEDAW reiterated its concern regarding the low presence of women in high-ranking posts in all public sectors and at the low presence of women in elected bodies at the provincial and local levels. Similarly, the Special Rapporteur on violence against women highlighted the fact that in the Netherlands women remain underrepresented in decision-making positions and the labour force in general. CEDAW called upon the Netherlands to use temporary special measures and encouraged it to ensure that the representation of women in political and public bodies reflects the full diversity of the population and to include immigrant, refugee and minority women.
