Para 92) For the registration of Romanian citizens of Roma minority, the public community local services for person's record acted either on the basis of projects approved at county level, or by implementing PHARE projects, of which we give some examples: the Alba county implemented the project "I have documents, therefore I exist", providing assistance for the Romanian citizens from the Roma ethnic community in order to their legal registration; county and local authorities from the Bacau county in cooperation with Onesti subsidiary of the NGO Roma Party - Pro Europe took some measures for counseling regarding the need and legal obligation to obtain and keep the civil status certificates and the identity documents. Also they were involved in the project called "And we integrate" toimprove the situation of Roma persons; In the county of Brasov a Partnership Agreement between the Brasov Association for Community Partnership and the Directorate for Persons Record of Brasov county was signed, in order to implement the project "I am a citizen, I have rights", with the financial support of Open Society Institute- Budapest; the project ""Kon Shem Me"", Ruhama in partnership with Social Administration from Council of Oradea, facilitated obtaining civil status, property and identity documents for the Roma persons; in the county of Galati was carried out the project ""They also are citizens of Galati County"", financed by European funds, in partnership with the Galati Roma Alliance."

The Ministry of Education, in collaboration with the Ministry of Health, the Ministry of Family, Youth and the Equality of Chances, local public authorities, recognised denominations and non-governmental organizations, will promote programmes for the prevention of unwanted pregnancies and early maternity among pupils. Efforts are made in order to avoid therapy discontinuity and patient drop-out.

Para 52) CRC was concerned that the proportion of young people, including adolescents, among those recently diagnosed with HIV/AIDS was high and that children affected byHIV/AIDS often experienced barriers in accessing health services. UNICEF reported that the rate of mother-to-child transmission of HIV increased in 2010 due to the fact that one third of HIV-positive mothers were not receiving either treatment or preventive care during pregnancy.

Para 12) JS2 reported about discrimination against and segregation of women living with HIV in hospitals and cases of breach of confidentiality of patients' HIV positive status by medical personnel. JS2 highlighted the denial or hindrance of access to medical assistance during childbirth for women living with HIV and failure by some healthcare providers to take special measures to prevent HIV transmission from mother to child. The occurrences of refusal of gynecological consultations, post-abortion health care or the performance of abortion to women with HIV positive status by public health care resulted in cases of patients not treating their diseases, resorting to self-medication or unsafe abortion or not declaring their HIV status when accessing health care services. JS1 recommended that Romania raise public awareness to combat all forms of discrimination against people living with HIV / AIDS, primarily addressing the communities in rural areas.

Para 68) Romania’s legal framework ensures the respect of human rights for all persons, without discrimination of any form, as provided by the Romanian Constitution that also mentions the respect and protection of private life. The antidiscrimination law in Romania (Ordinance no. 137/ 31 August 2000, Art. 2.1) is among the most extensive and inclusive, defining discrimination in a very large sense, including discrimination based on sex and sexual orientation. Since 2000 the law includes provisions on combating incitement to hatred and fighting all discrimination forms. Civil society organizations promoting the respect of the rights of LGBTI persons are active in Romania for watchdog, support and rights promotion activities for the LGBTI community in Romania/Bucharest especially. Yearly, Bucharest hosts the annual festival dedicated to support the rights of the LGBTI persons – Pride Week, including a March for Diversity – Pride parade.

Para 8) Equality and Human Rights Action Centre (ACTEDO) noted that Roma and LGBT+ persons had reportedly been target of hate speech.
Para 13) EU-FRA stated that the 2011 Civil Code prohibited same-sex partnership and marriage and prohibited the recognition of such partnership and marriages concluded in other countries. Despite this, ACCEP and ACTEDO reported on an initiative to hold a referendum in order to amend the Constitution to specify the legal definition of family as a marriage between a man and women. ACTEDO noted a high level of intolerance displayed towards LGBT+ persons by many public figures during the referendum campaign.
Para 14) ACCEPT stated that gender identity was not explicitly included in the list of criteria of non-discrimination and that the rights of transgender people remained largely ignored by the authorities. There were no official medical protocols and training for professionals on providing healthcare services for transgender persons and very few psychologists and medical professionals were available to provide such services. Medical interventions were not covered by the public healthcare insurance. The legislation on name change obliged transgender persons to go through court procedures. In the absence of clear regulations and laws, the courts issued contradictory interpretation of the law on aspects of gender affirming surgery.

Para 13) Law 207/2016 on marketing of breast-milk substitutes, translating fully into the Romanian legislation the International Code and creating hopefully a good example for other countries in the European Union (EU) to protect health of mothers, infants and young children.
Para 108) First specific objective of the National Health Strategy refers to "Improving the health and nutrition of mother and child and reducing the risk of maternal and infant death". For the medical assistance of the premature children, the Ministry of Health introduced a regionalized system of care in order to guarantee each neonate is born in a medical unit that can provide appropriate services, in order to reduce this significant part of the infant mortality. Training programs for professionals involved in mother and child care, including the establishment in 2016 of a center of excellence for prenatal pathology within the National Institute for Mother and Child Health from Bucharest, are targeting the same objective. Genetic malformations are the third cause of death in children. To increase the prenatal diagnosis and genetic counselling capacity, the Ministry of Health has organized at national level 6 regional centers of medical genetics, financed by the government funds, through the national health programs.

Para 108) Regarding the prevention and elimination of domestic violence against women (recommendation 13), Law no. 217/2003 on preventing and combating domestic violence has been recently substantially amended by Law no. 25/2012. One of the most important improvements of the law is the introduction of the restriction order, which is a measure of protection for the victim of domestic violence that can be issued by the court. Another specific measure of protection provided by the new law aims to improve the efficiency of authorities to support and advise victims in order to resort to legal means for sanctioning domestic violence cases.
Para 109) Besides the legal improvements, a number of programs with national coverage were dedicated to this field of activity, based on a financing offered from the state budged by the Ministry of Labour, Family and Social Protection.
