Women's involvement in political life has steadily evolved; under the Municipal Elections Act enacted in 1997, women should comprise at least 25 per cent of lists of candidates. In 2001 this quota was increased to 30 per cent for Congressional elections, while at least 15 per cent must also be representatives of native communities and indigenous peoples. The Elections Act stipulates that lists of candidates for Congressional elections must have no fewer than 30 per cent women, and the same applies to regional elections. Moreover, the Political Parties Act requires that the number of women may not be below 30 per cent in lists of candidates for senior party positions or for elected public office.
The results of the latest elections (2006) were positive insofar as the gap in political participation between men and women was narrowed. Thirty-six women were elected to Congress, which means women have 30 per cent of the seats, the highest percentage of female representation in Congress in Peru's history. [Paras 61,62] -

On 5 May 2017, however, Congress overturned the inclusion of those motives. This decision was vetoed by the executive branch, so the matter is pending.

Para 20) The Runa Institute, the Centro de Investigación Interdisciplinar en Sexualidad, Sida y Sociedad (CIISSS), the National Human Rights Coordinator and Joint Submission (JS) JS9 said that all mention of protection on the grounds of sexual orientation and gender identity had been removed from the National Human Rights Plan 2014-2016, despite the fact that lesbian, gay, bisexual, transgender and intersex (LGBTI) groups had participated in its preparation and that a new National Human Rights Plan 2017-2020 was under consultation.
Para 22) CIISSS and AI drew attention to discrimination against the LGBTI population, including hate crimes on the grounds of sexual orientation and gender identity, which created barriers to access to rights such as health care, education, employment and housing. CIISSS said that the State did not have effective mechanisms in place to deal with the problem and protect the LGBTI population. The Runa Institute noted with concern the issue of non-recognition of the identity of transgender persons.
Para 23) CIISSS, JS9 and JS12 referred to Legislative Decree No. 1323, which amended the Criminal Code by adding sexual orientation and gender identity as prohibited grounds for discrimination. They warned that the legislation was being challenged in the Congress. Para 56) A protocol for vertical childbirth, which has intercultural relevance, was adopted in 2016 with a view to helping reduce perinatal maternal morbidity and mortality. In addition, to address the barriers imposed by the geographical inaccessibility of health facilities, a culturally appropriate strategy of developing residential facilities for expectant mothers has been pursued.
Para 78) Nationwide, the percentage of births taking place in health-care facilities has increased little by little, from 84.3 per cent in 2011 to 92.2 per cent in 2016. The increase has been greater in rural areas (from 62.6 per cent in 2011 to 76.8 per cent in 2016), an achievement that was made possible by the empowerment of health workers, culturally appropriate health services, culturally appropriate assistance for vertical childbirth, residential facilities for expectant mothers and comprehensive health insurance.
