Para 38) With regard to the involvement of women in politics, while women represented 29.2 per cent of those elected to congress in the general elections of 2006, in 2011 the ratio was 22 per cent. For the purpose of ensuring sufficient representation of women in parliament, in addition to the Quotas Act, the National Electoral Board has submitted a draft law that aims to introduce an electoral quota for women in the preparation of electoral rolls in order to guarantee women's participation in the country's political life.
Para 39) The National Programme to Combat Domestic and Sexual Violence (PNCVFS) has the objective of drawing up and carrying out nationwide measures and policies to provide care, protection and support to victims of domestic and sexual violence. In December 2011, the PNCVFS was operating a total of 148 women's emergency centres, which constitute specialized public services for the provision, free of charge, of care and protection against domestic and sexual violence.
Para 43) The adoption of the Second National Plan to Combat Violence against Women, 2009-2015, aims to extend the State's efforts from the national to the regional and local levels.
Para 44) The incorporation of the crime of femicide in article 107 of the Criminal Code is the State's response to concerns about the increase in murders of women at the hands of their spouses, partners or boyfriends.

Para 54) In 2016, 99.2 per cent of Peruvians had a national identity card, a figure that represented a considerable improvement on the 97.3 per cent in 2012. Although the increase has been sustained in all areas of the country, the figure in rural areas (98.4 per cent) has not yet reached the national average. To close this gap and provide documentation services free of charge to the country’s most remote settlements, especially in the Amazon Basin, a number of mobile service strategies have been pursued in coordination with other sectors. In 2015, furthermore, a strategy for technical assistance with registration was implemented. It is aimed at strengthening 200 civil register offices in native communities and populated places, where a large percentage of birth records was found to contain errors and omissions. Such a situation is detrimental to children. The strategy has been implemented with a focus on indigenous communities and populated places in poverty or extreme poverty.
