- Gender equality
Type:Review DocumentationSession:2nd session, May 2008Status:N/AContents:With a view to the advancement of the historically marginalized sectors of society, article 191 of the Constitution establishes quotas for gender representation and for representation of the peasant and indigenous communities and native peoples in regional councils; the same applies to municipal councils. This quota system is one of the mechanisms used by the State to assist groups or sectors subject to discrimination that need such measures to promote and ensure their participation; such preferential treatment can be objectively and reasonably justified. Another key aspect of increasing and improving indigenous peoples' involvement in regional and local public affairs is the introduction of participatory budgeting, a democratic mechanism through which indigenous representatives can present their needs and demands in order to obtain public funds.
